Fee exemption at the University of Milan
At the University of Milan (La Statale), you pay no tuition fees if you belong to one of the various groups eligible for exemption. The exemption means you do not have to pay the second instalment of your fees. As a rule, there are two further small charges: a regional tax of 140 EUR and a stamp duty of 16 EUR. If you have a proven disability of 66 per cent or more, the regional tax of 140 EUR is also waived, and you only pay the stamp duty of 16 EUR. Some exemptions apply automatically; for others, you must submit an application. An exemption may be full or partial; for example, a recipient of a partial regional grant receives a 50 per cent reduction.
Who can apply
- Where you study: You are enrolled at the University of Milan in a bachelor's, single-cycle or master's degree. PhD, postgraduate and advanced-course students only qualify through the disability or Foreign Ministry scholarship routes below.
- Field of study: All subjects qualify.
- Nationality: Applicants of all nationalities are welcome to apply. Ukrainian students are automatically exempt from the application requirement.
- Disability: If you have a proven disability of 66 per cent or more, you are fully exempt. For disabilities of less than 66 per cent, a committee will decide on a case-by-case basis, taking your financial circumstances into account.
- Financial need: Several routes depend on your University ISEE certificate, the official Italian measure of household income and assets. A family income up to 40,000 EUR unlocks discounts such as the family reduction or the fast-graduation refund.
- Scholarship holders: You are a Federal Foreign Office scholarship holder, or you are receiving a regional DSU scholarship or a scholarship from the University of Milan.
- Other routes: If two or more family members are enrolled at the same time, each of them is entitled to a discount of 100 EUR. If you complete your degree within the minimum duration of study and within the prescribed time limit, achieving a grade of 110/110, you may be eligible for a refund of the tuition fees for your final year.
How to apply
You can apply for most fee waivers online via your personal UNIMIA page (Sifa Services, then ‘Fee Waiver’) once you have enrolled and paid the first instalment. The application period runs from 1 to 31 October. New students with a disability of more than 66 per cent should instead submit their application at the time of enrolment. You must apply for a refund of tuition fees upon completion of your studies within 30 days of graduation.
How realistic are your chances?
This is not a competitive scholarship, but a rules-based exemption: if you clearly fall into one of the categories, you will be granted the exemption. Your chances therefore depend solely on whether you meet the criteria for a particular group, for example by holding a disability certificate, having a specific income level or being the recipient of a specifically named scholarship. Check which route applies to you and apply for the exemption within the October application window, as most exemptions require an active application.
