Total fee exemption for students with disabilities

At the University of Genoa in Italy, you pay no university contribution if you have a recognised disability of 66% or higher, or an impairment recognised under the 104/1992 Act. You normally pay your fees in three instalments. With this exemption, the second and third instalments (the actual tuition fees) are waived. If your degree of disability is 66% or higher, the regional tax is also waived. You simply pay a stamp duty of 16 EUR upon enrolment.

If your disability is classified between 50% and 65%, you will receive a reduced exemption: part of the third instalment will be waived, but you must declare your income (the ISEE-U is Italy’s official measure of a household’s financial situation). The exemption is automatically renewed each year, so you do not need to submit a new application unless your recognition has an expiry or review date.

Who can apply

  • University: You are enrolled at the University of Genoa on a Bachelor’s, Master’s, single-cycle or old-system degree programme.
  • Disability: You have a documented disability or invalidity of at least 50%. Full exemption needs 66% or more, or recognition under Art. 3 of Law 104/1992; 50-65% gets the partial exemption. Recognised sight, hearing, occupational or military-service disabilities also qualify.
  • Income: No income check if your disability is 66% or more. For the 50-65% tier you must declare your ISEE-U income data (Italy's official measure of household finances).
  • Nationality: All nationalities can apply.
  • Field of study: Open to all disciplines.
  • Combining awards: You cannot combine a full exemption with another University merit award or scholarship in the same year.

How to apply

Please upload your proof of disability or incapacity via the University’s online service portal under ‘Forms’, ‘Disability/Incapacity/DSA’. To ensure it is taken into account for the current year, please submit it by the end of your enrolment period. If your recognition came into effect before enrolment, please submit the certificate by the deadline for the third instalment at the latest. For income bracket 50-65%, you must also declare your ISEE-U income online.

How realistic are your chances?

This is a statutory entitlement, not a selection process. If you are enrolled at the University of Genoa and hold the required certificate of disability, you will be granted the exemption. There is neither a selection panel nor a fixed number of places. Your only task is to submit the valid documents by the deadline. You should therefore submit your certificate before the enrolment deadline so that it can be taken into account from the current academic year onwards.
