Bilateral State Scholarships (Tempus Public Foundation) – Study Visits / Partial Studies

What you get

The Hungarian government funds you to study or research at a Hungarian university, research centre or art institute. There are two types of stay.

For partial studies (a semester abroad of 3 to 10 months) you get a monthly grant and the Hungarian state pays your tuition:

• Bachelor and Master students: about 145 EUR/month (56,600 HUF)
• PhD students in year 1 or 2: about 360 EUR/month (140,000 HUF)
• PhD students in year 3 or 4: about 460 EUR/month (180,000 HUF)

For study visits (short trips of 3 to 29 days, or longer stays of 1 to 10 months) the rates are higher:

• Master's degree holders: about 205 EUR/month (80,000 HUF) plus an accommodation top-up of about 180 EUR/month (70,000 HUF)
• Doctorate holders: about 305 EUR/month (120,000 HUF) plus about 205 EUR/month (80,000 HUF) for accommodation

The programme is run by the Tempus Public Foundation. A room in a student dormitory may be available, but you pay for it yourself. Travel, visa and insurance costs are not covered.

Who can apply

• Where you study now: You are enrolled at a university outside Hungary. For partial studies you must already have finished at least one semester there.
• Level, partial studies: You are a Bachelor, Master or PhD student. This route especially targets students of Hungarian language and literature, but is open to many other fields, including medicine, dentistry, pharmacy, veterinary medicine, architecture and law.
• Level, study visits: You already hold at least a Master's degree, or a doctorate for the postdoctoral category. PhD students without a country nomination cannot take a long study visit and should apply for partial studies instead.
• Country: You come from an eligible country. Many European states plus Canada, the USA, Japan and Korea can apply individually. For China, Japan and Korea the offer covers only Hungarian-language studies.
• Age: You are at least 18.
• Language: You have language skills of at least level B2 for your studies.
• No double funding: You are not receiving another Hungarian or EU grant for the same stay.

How to apply

You apply online at scholarship.hu. You can apply through your home country's national scholarship office (a nomination, which counts in your favour) or directly to the Tempus Public Foundation without one. For partial studies in 2026/2027 the deadline is 19 February 2026, 23:00 CET. Applications are first checked for formal eligibility, then scored by external experts. Successful applicants hear back by email in May or June 2026.

How realistic are your chances?

Selection runs on a points system. Studying in Hungarian, being a first-time applicant and holding a country nomination all earn bonus points, so a well-matched candidate gains a real edge. Because the offer is tied to specific countries and often to Hungarian-language study, the field is narrower than for fully open scholarships. If you fit those criteria, write a strong motivation letter or work plan and secure your acceptance letter early, your prospects are good.
