Hong Kong PhD Fellowship Scheme (HKPFS)

You will receive a monthly scholarship (living allowance) of approximately 2,270 EUR (HK$344,400,, which is equivalent to approximately US$44,150 per year) for a full-time PhD programme lasting up to three years at a university in Hong Kong. In addition, you will receive an annual travel allowance of approximately 1,530 EUR (HK$14,400) for conferences and research trips. The Hong Kong Research Grants Council administers the programme and plans to award 400 scholarships for 2026/27. You can study at one of the eight publicly funded universities, including the University of Hong Kong, the Chinese University of Hong Kong and the Hong Kong University of Science and Technology.

Who can apply

• Degree: You would like to commence a new full-time PhD programme at one of the eight participating universities in Hong Kong.
• Field of study: Every field of study, from the humanities and economics to engineering, medicine and the natural sciences.
• Nationality: Applicants of any nationality are welcome to apply. Your country of origin, ethnic background and professional experience are not taken into account.
• Grades and skills: You have excellent grades and great potential in research. Good communication and leadership skills are also important.
• Current PhD students: You may also apply if you are already enrolled on a PhD programme, provided you are enrolling on a new programme.
• English: If your previous degree programme was not taught in English, you will usually need a TOEFL or IELTS result. This does not apply if your PhD programme is taught in another language, such as Chinese.

How to apply

The application process consists of two stages. First, submit a preliminary application online to the Research Funding Council between 1 September and 1 December 2025 to obtain a reference number. You should then use this number to submit full applications for up to two PhD programmes at one or two universities by 1 December 2025. The universities may invite you to an interview. The results will be announced in May 2026.

How realistic are your chances?

This is a well-known international programme that is open to all nationalities and disciplines. As a result, it attracts high-calibre applicants from all over the world, and competition is fierce. With 400 scholarships available each year, the pool of applicants is considerable, but the selection panels place particular emphasis on academic excellence. Outstanding grades and a clear track record in research are what will set you apart from the rest. As some university application deadlines fall shortly after the initial application, you should apply early to allow sufficient time for both stages of the process.
