Diputación Foral de Bizkaia - Grants for Professional Advancement and Excellence Education

What you get

You will receive up to 8,000 EUR for taking part in a postgraduate programme or further training course abroad. This falls under the ‘International Further Education’ category (Área 1) of the further education grants awarded by the Diputación Foral de Bizkaia, the Provincial Council of Bizkaia in the Basque Country, Spain. The grant covers 100% of the recognised costs up to this maximum amount. These include tuition fees, subject-specific course materials, a return flight to the destination, health and accident insurance, and accommodation abroad (capped at 800 EUR per month, totalling 6,000 EUR). A second funding stream (Área 2), on the other hand, funds Master’s degree programmes in strategic sectors undertaken in Bizkaia, covering 75% of the tuition fees up to a maximum of 3,000 EUR.

Who can apply

• Degree: You finished a university bachelor's or degree (grado/licenciatura) in 2023/2024 or 2024/2025, or you finish it in 2025/2026.
• Grades: Your degree average is at least 7 out of 10 ("notable"), or you took part in the Bizkaia Talentia programme.
• Age: You are under 30 when the application window opens.
• Link to Bizkaia: You were born in Bizkaia or have been living in a municipality in Bizkaia (registered as a resident) since at least 1 January 2024.
• Where you study: Your degree programme takes place abroad, outside Spain. It is offered as a face-to-face programme (no online courses) at a renowned international institution and lasts for at least 6 months. You can complete the programme entirely abroad or combine it with a course at a Basque university, provided you spend at least 50% abroad.
• Field of study: Any field is allowed for the international track.

How to apply

You can apply online via the virtual office of the Departamento de Promoción Económica. For the international stream, the application window runs from 1 July 2026 at 9:00 until 11 September 2026 at 13:30. Applications will be processed in the order in which they are received until funds have been exhausted. You should therefore apply as early as possible. You may only submit one application.

How realistic are your chances?

This grant is very narrowly defined: you must be under 30, have a connection to Bizkaia through birth or residence, have good grades, and be studying abroad. As a result, the number of people eligible for the grant remains small. Funding is awarded on a first-come, first-served basis until the funds have been exhausted. If you clearly meet the eligibility criteria, you will maximise your chances by applying as early as possible within the application window.
