Study Mobility Passport (PME)

This programme pays your round-trip travel costs in economy class, once a year, for your whole time studying away from home. If you receive a state scholarship (boursier), it covers 100% of the cost. If you do not, it covers 50% and you pay the other half. LADOM, the French public agency for overseas mobility, buys the tickets directly (air and rail) from the airport near your home to the station nearest your place of study. You do not book anything yourself. It covers you if you study in mainland France, in another French Overseas Territory, or in an EU/EEA country under a European exchange. For an EU/EEA country other than France, only the leg from your home territory to Paris is paid. Two checked bags are included. Tickets cannot be changed or refunded. If you have just passed the baccalaureate, you get a bonus in your first year (PME+): a second round-trip ticket to go home during school holidays or for an internship.

Who can apply

• Where you live: You normally live in a French Overseas Territory: Guadeloupe, French Guiana, Martinique, Mayotte, La Réunion, Saint-Barthélemy or Saint-Martin.
• Age: You are 28 or younger on 1 October of the academic year you apply for.
• School diploma: You hold the baccalaureate (the French upper-secondary leaving certificate). In Mayotte and Saint-Barthélemy, lycée (upper-secondary) students can also apply.
• Course not available at home: The programme you want does not exist in your home territory, or its places are full. You need a certificate from the rectorate or university confirming this.
• Family income: Your family tax quotient is no higher than 26,631 EUR. This is your taxable income divided by the number of tax parts, taken from your latest tax notice.
• Grades: You have not failed the same year's exams or entrance exams twice in a row. This rule does not apply to your first trip or your first year of study.
• Field of study: Open to all subjects.

How to apply

Create an account on the LADOM beneficiary portal and submit an online application for each academic year. Attach your enrolment or pre-enrolment certificate. There is no fixed deadline. Application rounds open around July with the baccalaureate results. Apply as early as you can, since processing takes about four weeks once your file is complete.

How realistic are your chances?

This is not a competition but an entitlement. If you meet the residence, age, income and course-availability conditions, LADOM covers your travel. In 2025 more than 10,500 students used it, so the main risk is not rejection but timing. Apply early, well before you leave, so the four-week processing does not clash with the start of term.
