Total fee exemption at the University of Molise

At the University of Molise in Campobasso, Italy, you will pay no yearly tuition fee, provided your household income is low enough. Instead of the full annual fee, you pay only an initial instalment of 156 EUR: a regional university tax of 140 EUR and a stamp duty of 16 EUR. The remaining four instalments are waived in full. You can renew the exemption each year for the standard duration of your degree programme, up to a maximum of six years (72 months). It applies to Bachelor’s, Master’s and single-cycle degree programmes and covers all disciplines.

Who can apply

• Income: Your household’s ISEE (the Italian indicator of family income and assets) is 24,000 EUR or less. The national threshold is 22,000 EUR, but the Molise region has raised this to 24,000 EUR using its own funds.
• First year: The income threshold is the only requirement.
• Second year: You have earned at least 10 ECTS credits in the year up to 10 August.
• Third year onwards: You have earned at least 25 ECTS credits during the same period.
• Study duration: You are enrolled for no longer than the standard duration of your degree programme plus one year.
• Nationality: Applicants of all nationalities are welcome to apply. If you are a non-EU citizen or live abroad, you will need an ‘ISEE Parificato’, which is the same income indicator calculated on the basis of proof of income from your home country.
• Other routes to a full exemption: You will also pay nothing if you are in receipt of an ESU-Molise scholarship or meet the eligibility criteria for a state scholarship from the Italian government, have a recognised disability or a degree of disability of at least 66%, are a PhD student without a scholarship, are in prison, or are an asylum seeker or a person enjoying international or humanitarian protection.

How to apply

You must submit the Single Substitute Declaration (Dichiarazione Sostitutiva Unica, DSU) by 20 November via a CAF, a patronato or a tax adviser. You must then authorise the university, via the student portal, to retrieve your ISEE data directly from the national INPS database. If you do not submit an ISEE, the university will assume an income of 46,000 EUR, and you will not be eligible for an exemption.

How realistic are your chances?

This is not a means-tested grant. Entitlement is automatic; in other words, anyone who is enrolled at the University of Molise, does not exceed the income threshold and meets the academic requirements will receive the grant. Your eligibility depends solely on whether your household’s ISEE is 24,000 EUR or below and whether you meet the academic requirements from the second year of study onwards. Submit your DSU application by 20 November. Late submissions are only possible upon payment of an additional fee.
