Estonian scholarships for summer courses

Course fees for a summer or winter course at an Estonian higher education institution will be covered up to a maximum of 700 EUR. If you attend in person, accommodation costs of 25 EUR per night will also be covered for up to 28 nights (with a maximum of a further 700 EUR nights). For online courses, only the course fees are covered. The money goes directly to the university running the course, not to you. The courses cover topics such as the Estonian language and culture, IT, media, artificial intelligence and international relations. The scholarship is provided by the Estonian Ministry of Education and Research and administered by the Education and Youth Board (HARNO).

Who can apply

• Degree level: You are a Bachelor’s, Master’s or PhD student at a university outside Estonia.
• Study progress: You are currently enrolled and have been studying at the university for at least one year.
• Course: You must select an eligible summer or winter course at an Estonian higher education institution and enrol on it before submitting your application. The course must focus on the Estonian language and culture or form part of an English-taught degree programme in Estonia.
• Field of study: Anyone interested is welcome to apply.
• Nationality: Applicants of all nationalities are welcome to apply. The only exception is that nationals of Russia and Belarus are not eligible to apply for the 2026/2027 round.
• Where you go: For face-to-face courses, you must be in Estonia for the duration of the course. Online courses can be taken from anywhere.

How to apply

First, apply for your chosen degree programme at the Estonian higher education institution. Then send your application form and supporting documents by email to the Education and Youth Office. The 2026 application window runs from 1 April to 1 May (23:59 Estonian time), and the results will be announced in June.

How realistic are your chances?

This is a fairly targeted scholarship. You must already be enrolled at a university abroad and have chosen a specific Estonian summer course. This means that the scheme is restricted to students who actually intend to study in Estonia. Please note that receiving the scholarship does not guarantee a place on the course; you should therefore secure your place on the course well in advance. If you clearly meet the eligibility criteria and apply within the application period, your chances are good.
