What the Jean Monnet Scholarship covers

The scholarship pays for a research stay or a postgraduate degree (master's or PhD) at a university in an EU country, lasting between 3 and 12 months. It covers three things:

• Tuition fees: up to 22,000 EUR. Anything above that you pay yourself.
• Living costs: rent, food, transport and similar, at a monthly rate set for each EU country.
• A one-off lump sum of 3,500 EUR: for travel, visa, passport, books and insurance.

Around 150 scholarships are granted each year. The programme is run by Turkey's Directorate for EU Affairs together with the EU Delegation, as part of Turkey's EU membership process. Because of that, your study must relate to EU policy.

Who can apply

• Where you are based: You work or study in Turkey. This covers public-sector employees, private-sector or NGO employees, university staff, and students in their final undergraduate year or in a master's/PhD.
• Nationality: You are a citizen of Turkey, an EU country, or an IPA-III beneficiary country (a country receiving EU pre-accession support).
• Field of study: Your studies relate to an EU policy area, such as law, environment and climate, agriculture, information technology, statistics, competition, energy or justice. Media production, engineering, pharmacology, teaching and fine arts are not funded.
• Grades: You have an undergraduate GPA of at least 2.70/4.00 (or 70/100). A lower GPA is accepted if you have at least 36 months of insured work experience or a completed master's degree.
• Language: You hold a valid certificate in at least one official EU language.
• Age: No age limit.
• Not eligible: You cannot apply if you hold only a 2-year associate degree, if you were a Jean Monnet scholar before, or if you already finished a master's abroad on an EU-country or EU-institution scholarship (Erasmus does not count against you).

How to apply

Submit your documents to the Central Finance and Contracts Unit in Ankara by 4 November 2025 for the 2026-2027 year. If your application is complete and eligible, you sit a written exam in Ankara in your chosen EU language. It covers EU policy and Turkey-EU relations, and you need at least 60/100 to pass. Applicants are then ranked by exam score and by quotas for the public, university and private sectors.

How realistic are your chances?

With about 150 places each year and clear filters (based in Turkey, an EU-policy field, and a written exam), the field is more defined than for open scholarships. Your exam result decides most of it, so solid knowledge of EU affairs is what sets applicants apart. Fixed quotas for the public, university and private sectors mean you compete mainly within your own group rather than against everyone.
