Benefit

You will receive a grant of up to about 3,772 EUR for one academic year (2026–2027). The Basque Government pays this grant to students from the Basque Country. The total amount is made up of several components, which depend on your circumstances:

• An income-related basic allowance of 300 EUR, which increases to 1,700 EUR if your family income falls within the lowest income bracket.
• A housing allowance of 2,700 EUR if you need to move away from home to study.
• A performance bonus of 50 to 125 euros if the average is 8 or higher.
• A few short articles on digital learning and travel.

Your tuition fees will also be reimbursed, but only up to the amount that a comparable degree programme at a state university would cost. If you are studying at a private university such as the Universidad Europea de Valencia, the scholarship does not cover the higher private tuition fees.

Eligibility

• Where you live: You have been registered (empadronado) in a municipality in the Basque Country since 31 December 2025, or at least one of your main financial supporters pays tax in the Basque Country.
• Nationality: Applicants of all nationalities are welcome to apply. If you are not a Spanish citizen, you must be legally resident in Spain (studying in Spain does not count as legal residence).
• Where you study: Every university in Spain, whether public or private, including the Universidad Europea de Valencia.
• Degree level: An official Bachelor’s (Grado) or Master’s degree programme. University-specific degrees with ‘customised titles’ and foreign qualifications are not taken into account.
• Field of study: Anyone interested is welcome to apply.
• No earlier degree: You do not yet hold a qualification at the same level or a higher level than the one for which you are applying.
• Study load: You must enrol for at least 60 credit points per year. There are some exceptions for final-year students and part-time students.
• Grades: From the second year of study onwards, you must have achieved a specified proportion of the credit points earned in the previous year. This ranges from 60% in the faculties of Engineering and Architecture to 75% in the faculties of Health Sciences, Social Sciences, Humanities and Law. There are no grade requirements for first-year students.
• Financial need: Your family income and assets must remain below certain thresholds. The income thresholds range from around 9,315 euros for a single-person household to around 65,119 euros for a household of eight people.

How to apply

Enrolment takes place online via the Basque Government’s portal; you will need a valid digital certificate to do so. The enrolment period runs from 16 July to 16 September 2026. If your enrolment period begins after 16 September, you have 5 working days from the date of enrolment to complete the process, but no later than 31 December 2026.

How realistic are your chances?

The total budget is 28.46 million euros, and more than 1,500 grants are expected; it is therefore more of a broad-based programme than a single, highly competitive award. Funding is allocated on a needs-based basis. If you are registered as a resident in the Basque Country, meet the income thresholds and satisfy the creditworthiness requirements, your chances are good. Apply as soon as the application window opens, as eligibility – rather than competition – determines the outcome.
