Scheme for Norwegian Studies Abroad (institutional funding)

Your university can get up to about 8,700 EUR (NOK 100,000) to strengthen its teaching of Norwegian language, literature and culture. This is project funding for a university, not a scholarship for individual students. The money comes from the Norwegian Directorate for Higher Education and Skills (HK-dir). You can spend the money between June 2025 and October 2026 on a set list of activities:

• Learning materials: Norwegian books, magazine subscriptions and digital resources, up to about 870 EUR (NOK 10,000).
• Events on campus: conferences, seminars and guest lecturers, up to about 4,350 EUR (NOK 50,000).
• Excursions: trips to conferences or seminars with a Norwegian focus, up to about 4,350 EUR (NOK 50,000).
• Scientific visits to Norway: short stays of up to 3 months at a Norwegian institution, up to about 4,350 EUR (NOK 50,000).
• Building new Norwegian courses: up to about 8,700 EUR (NOK 100,000), but your university must pay at least half of the cost itself.
• Admin fees: up to 10% of the total you apply for.

Who can apply

• Type of applicant: A university, not a student. Individuals cannot apply.
• Location: Your university is outside Norway.
• Existing teaching: Your university already offers courses in Norwegian.
• One application: Each university may send only one application, but it can bundle several activities.
• Partners allowed: You may team up with other institutions, organisations or companies. Partners do not count as applicants.
• Language: You write the application in English or a Scandinavian language.

How to apply

You apply through HK-dir's online portal, Espresso, by 30 April 2025, 12:00 (CEST). You attach a signed declaration of participation and a detailed budget per activity. You get the result within four weeks of the deadline.

How realistic are your chances?

This funding targets a narrow group: universities outside Norway that already teach Norwegian. So the pool of eligible applicants is small. HK-dir favours projects in regions with little existing Norwegian teaching. It also gives priority to institutions that received less funding in the past three years. If your university clearly fits and submits a realistic budget with some own financing, your prospects are solid.
