What the PSC Master's Scholarship covers

You will receive your full tuition fees and other approved charges paid for a Master’s programme lasting up to 2 years. You will also receive a monthly maintenance allowance and other allowances to cover your living expenses. If you are studying abroad, you will also be provided with a return flight. In addition to the financial benefits, you will take part in funded development programmes, including student exchanges and summer placements, which will prepare you for a career in Singapore’s civil service. The scholarship is awarded by the Public Service Commission (PSC), Singapore’s government agency responsible for the recruitment and development of civil servants. In return, you undertake to work in Singapore’s civil service for 3 years after completing your studies. You can choose between the general programme (Public Administration) and the ‘Sustainability’ programme, which leads to an initial appointment in a field related to sustainability and the circular economy.

Who can apply

• Nationality: You are a Singaporean citizen.
• Stage: You are in the final year of your Bachelor’s degree or have recently completed your degree, and have no more than 3 years’ professional experience (exclusively in the private or non-governmental sector).
• Start date: You can begin your Master’s programme in the academic year immediately following the award of the scholarship.
• Where you study: A university in Singapore or abroad, provided the PSC agrees.
• Field of study: A wide range of subjects relevant to the civil service, subject to approval by the PSC. MBA programmes are not permitted. For the ‘Sustainability’ specialisation, your master’s degree must have been completed in a field relating to sustainability and the circular economy.
• Grades: You have a strong academic record (A-levels, International Baccalaureate, NUS High School Certificate, a polytechnic diploma or an equivalent qualification, as well as your university grades).
• Personal profile: You show great leadership potential and have a strong track record of achievement both in class and outside it.

How to apply

You apply online via the PSC Gateway portal using a SingPass account. You submit an application form, an essay and your supporting documents. The application period runs from September to March each year. If you are shortlisted, you will undergo psychometric and game-based tests, a psychological assessment and a panel interview before the selection committee. The results will be announced by June.

How realistic are your chances?

This is Singapore’s most prestigious government scholarship, awarded on the basis of merit; as such, it attracts top-calibre applicants, and the multi-stage selection process is rigorous. Good grades alone are not enough: The PSC places equal emphasis on leadership qualities, character and genuine commitment. If you are a Singaporean citizen, meet the eligibility criteria and can commit to a 3-year service obligation, you stand a real chance of success with a clear, well-reasoned application.
